Dubai Land Department published two numbers worth logging as a dataset, not just a headline: a cumulative placement count of over 2,100 Emiratis in property jobs since 2023, and a forward target, 15 per cent of brokerage roles held by Emiratis within 3 years. The release date is 14 September 2026, which is the only timestamp attached, so there is no visible time series behind the 2,100 figure, no quarterly breakdown, no baseline headcount to divide it by.
What is actually being counted
The pipeline that produces the count has five stages: career awareness campaigns, job matching, practical training inside active brokerages, the National Broker licence, and an allocation of units in selected projects. Each stage is a plausible instrumentation point, but the published figure does not say which stage triggers the count, licence issuance or placement.
Governance and what is missing
Four bodies run the programme: Dubai Land Department, the Emirati Human Resources Development Council in Dubai, the Ministry of Human Resources and Emiratisation, and the federal Nafis scheme, under the Dubai Economic Agenda D33 and the Dubai Real Estate Sector Strategy 2033. Retention is mentioned qualitatively, firms report better retention where a career path exists, but no retention rate, cohort size, or churn baseline is given. For anyone trying to model this market, the 15 per cent target is the number to watch against future brokerage headcount disclosures.
