๐ 30 October 2026 โข AML Intelligence and AMLA
The EU Anti-Money Laundering Authority (AMLA), based in Frankfurt, and the European Data Protection Board (EDPB) are jointly developing guidelines on public-private partnerships (PPP) for information sharing. The legal basis for the work is Article 75 of the EU Anti-Money Laundering Regulation (AMLR). AMLA and EDPB have outlined the next steps for the project at a joint event in Frankfurt, as reported by AML Intelligence on 30 October 2026. For banks and FIUs the guidance will define the practical conditions under which data can move between the private and the public side of the AML framework.
What public-private partnerships mean in practice
Under the PPP model, banks and financial intelligence units (FIUs) can exchange data with each other for the purpose of countering money laundering. The regime is designed to operate within the requirements of the General Data Protection Regulation (GDPR), so any flow of information between private institutions and public authorities has to respect EU data protection standards. In day-to-day terms this puts AML cooperation and GDPR obligations into a single set of guidelines, and compliance teams will need to read them together rather than in separate silos.
Timeline and consultation
The PPP information sharing regime applies from 10 July 2027. Before the regime becomes applicable, a public consultation on the draft guidelines is planned for the first half of 2027. That consultation is the formal window in which banks, FIUs, data protection officers and their professional associations can comment on how the framework should work in practice. For planning purposes the sequence is simple, draft guidelines and consultation in H1 2027, then the regime applies from 10 July 2027.
Fact check note
The report on the joint Frankfurt event, published 30 October 2026, currently rests on a single premium source. Confirmations could not be found at this time. The joint press release of AMLA and EDPB of 1 July 2026 remains available on the official AMLA website.
IMPACT
Who is affected: banks and FIUs that intend to take part in PPP information sharing under Article 75 AMLR. What to prepare: internal frameworks for PPP data exchange, including GDPR safeguards reviewed with your data protection officer (DPO), so the structure is ready before the regime applies. Deadline: the PPP regime applies from 10 July 2027. When to influence: the public consultation on the draft guidelines is expected in H1 2027, and comments submitted in that window can shape the final text.
