FCA opens the world's first regulator-led quantum group to test machine learning against financial crime
On 5 November 2026 the FCA announced its Quantum Experimentation Group, which per the FCA release will be the world's first regulator-led quantum computing experimentation group. The initiative is now open for expressions of interest and launches in Q1 2027. Its initial task per the FCA release is to explore how quantum machine learning could help detect money laundering and fraud. UK financial services firms, quantum technology providers and national research laboratories can register interest until 31 December 2026.
Synthetic data as the test bed
Experiments will not touch live client records. Per the FCA release, participants will use an FCA synthetic dataset, artificially generated data, built to overcome a key barrier to testing, access to suitable data. The work targets a defined FCA financial crime problem, with results compared against classical techniques. Jessica Rusu, chief data, information and intelligence officer at the FCA, said per the FCA release that early experimentation is essential to understanding the potential of quantum in financial services. The use case fits the record: per Finance Magnates, whose January 2026 review covered 22 FCA AML cases, data deficiencies contributed to 68% of AML fines over five years, over GBP 430 million in total.
What participation is not
Per the FCA release, registration does not guarantee participation, and participation is not FCA approval or endorsement of a participant or of any quantum technology. For compliance teams the practical read is sober: this is a supervised experiment around one defined detection problem, not a verdict that quantum tools are production-ready.
The other quantum file, post-quantum readiness
The release lands a day after an FCA blog on quantum resilience, per the FCA blog dated 4 November 2026 by Mark Francis, Director of Specialists. It restates NCSC milestones: by 2028 firms complete a post-quantum cryptography migration plan, by 2031 high-priority migration activities are complete, and by 2035 all systems, services and products are migrated to PQC. Per the FCA blog, the FCA is trialling a PQC maturity self-assessment tool with an initial sample of firms and intends to extend it, and will consult on cyber resilience guidance covering PQC risks through cryptographic controls. Firms are expected to start cryptographic inventories and risk-based migration objectives now, not at the milestone dates.
IMPACT
Who is affected first: financial crime and data teams at UK banks, insurers and crypto-asset firms, which can pilot quantum machine learning on synthetic data, plus technology providers and research laboratories seeking a regulator-led test bed. What changes: model testing gains a quantum track from Q1 2027, and cryptographic readiness moves into the supervisory conversation through the self-assessment trial and planned guidance consultation. Timelines to diary: expressions of interest by 31 December 2026, group launch in Q1 2027, NCSC milestones at 2028, 2031 and 2035. Risks: per the FCA blog, failed change projects accounted for around a fifth of all incidents reported to the FCA in 2025, and that discipline applies here, so quantum pilots and PQC migrations belong under formal change management with monitoring and testing from day one.
