7. Does administrative complexity scale linearly?
A platform may support 50,000 learners technically while requiring a disproportionate amount of administrative work.

The question is not only:
How many users can the application support?
It is:
How much human administration is required per additional 1,000 users, business units or learning rules?
That is a more useful enterprise metric.
