YouTube Partner Program Changes 2027: New Monetization Rules, Shorts Earnings & Eligibility Explained

YouTube is making important changes to the YouTube Partner Program (YPP) from February 1, 2027, and every creator should know how these updates may affect monetization.

According to the announced changes, new creators may need to meet higher requirements to qualify for ad revenue. The reported eligibility threshold will increase from 4,000 to 8,000 qualified watch hours or from 10 million to 20 million qualified Shorts views in 90 days, while the 1,000-subscriber requirement remains the same.

Existing monetized creators should also pay attention to the new Shorts earnings rules. Channels may need 10 million qualified Shorts views in a rolling 90-day period to earn from the Shorts Creator Pool. If the threshold is not met, Shorts earnings may pause, while eligible long-form video revenue can continue.

YouTube is also introducing updated channel activity requirements. Creators may need to maintain a certain level of watch time, Shorts views, or regular uploads to keep their channels active. Additionally, existing YPP members may need to accept updated monetization terms by January 31, 2027.

These changes show why creators should not rely only on viral Shorts. A balanced strategy combining Shorts, long-form videos, consistent uploads, and audience engagement could become even more important in 2027.
