Are DORA metrics values to unlocking engineering bottlenecks? To me we need something that fixes the core problems, not gives us a warm fuzzy measurement.

DORA metrics by themselves won't magically transform your SDLC culture for your team, but they are IMO essential signals to have for engineering teams that need to operate at scale. Early on, these metrics were discussed more frequently at the team level (engineering & product) as we fine-tuned our SDLC processes. These days, we don't review them as frequently (because the signals are generally stable) but they are a requirement for our reporting needs to our executive team and board of directors.
