The article analyzes the overfishing crisis as an effect of a dynamic mismatch between the rapid growth of fishing technologies (technological creep) and a slower institutional response (governance capacity). The author indicates that modern extraction tools have removed natural barriers, leading to a depletion-expansion mechanism. Utilizing Ashby's Law and Herbert Simon's concept of bounded rationality, the text argues that traditional management models based on tonnage of landings are insufficient given the complexity of marine ecosystems. The proposed solution is a transition from seeking an ideal decision toward adaptive management, the precautionary principle, and the creation of procedures that limit the effects of cognitive biases in the face of the invisibility of underwater resources.
