The text analyzes the evolution of the relationship between the state and the citizen in the face of contemporary threats. The author moves away from the model of paternalistic protection toward resilient citizenship, where the individual becomes an active element of the security system. Drawing on Ulrich Beck's concept of the risk society, the article points to the existence of manufactured risks that blur the line between natural and social disasters. The key solution is Positive Prepping—an approach combining individual preparation with pragmatism and neighborhood cooperation. The new security contract assumes shared responsibility, emphasizing that real resilience results not only from having supplies, but from the quality of social bonds, distributional justice, and mutual trust between citizens and public institutions.
