Bulk silhouettes are incredibly cheap. Purchasing a flat of 500 identical paper targets feels like a budget win on paper compared to investing in a dynamic library of diverse, realistic targets. The per-unit cost is obvious, tidy, and easy to justify to a finance committee.

Agencies must reframe how they measure training expenditures. Instead of calculating the raw unit cost of a piece of paper, leadership should evaluate the Cost-Per-Effective-Rep.

An effective repetition is a training rep that forces active decision-making and builds a transferable skill. An ineffective repetition simply reinforces a reflexive, non-thinking motor habit on a familiar target.
