What T1 and T2 Actually Mean
Under NCTS, T1 covers external transit: non-EU goods not yet cleared for free circulation, moving through EU territory under customs supervision. A common Irish example is GB goods arriving via French or Belgian ports before reaching Ireland. T2 covers internal transit, for goods already in free circulation within the EU.
Guarantee Implications
Both procedures typically require a customs guarantee, whether comprehensive, per movement, or waived for authorised principals, with Revenue setting the reference amount against the principal's transit volumes.
The Discharge Step That Trips People Up
A Movement Reference Number travels with the goods and must be presented at intermediate offices and the destination office to formally discharge the procedure. Until discharge is confirmed, guarantee funds stay locked, a common and costly delay for Irish freight operators moving high volumes.
