A transit movement passes through a clear sequence of states, and each one is tied to a reference number or message. Understanding the order makes it obvious why the LRN and MRN cannot be swapped.
The state sequence
- Draft declaration created and tagged with an LRN.
- GRN and access code validated against the principal's details.
- Declaration accepted, MRN issued, guarantee reduced.
- Movement travels through offices of transit under the MRN.
- Office of destination confirms arrival and match.
- IE045 discharge message sent, guarantee restored. ## Where it can stall
If the GRN or access code is wrong, the declaration is rejected before the MRN is issued. If no IE045 arrives within 60 days, the movement enters an enquiry procedure that ends with a discharge letter.

The guarantee state
The guarantee tracks the movement: reduced at MRN issue, restored at discharge. Treating discharge as a state to confirm, not assume, keeps the balance accurate.
