A Dutch web agency or freelancer gets this a few times a month: the client sends a logo as a JPG or PNG. The site needs SVG, and often a PDF. Two ways to get there.
Hand-trace (Illustrator, or a NL shop from about €45) when the mark has gradients, photos, tiny type, or will be printed large.
Auto-trace (Potrace-class tools, or the ~$10/month tracers) when the logo is flat: few solid colors, clean edges, web-only.
If you already have Illustrator, you do not need another tool. If you do not, and the file is a flat mark, auto-trace is usually enough for a favicon, a header, and a simple PDF.
