CDS Is a Platform, Not Just a Form
The Customs Declaration Service is HMRC's fully digital system for every UK import and export declaration. Like any platform, you cannot push data to it until your organisation is authenticated, identified, and authorised. That is what registration really is: credential setup, identity verification, and account linking.
The Authentication Chain
Access depends on a chain of credentials, each unlocking the next. You start with a business Government Gateway account, verify your identity with a Unique Taxpayer Reference, obtain a GB EORI number as your platform identifier, then subscribe to CDS itself. Break the chain, for example by subscribing before your EORI is active, and HMRC rejects the request. The Final Integration Step
Once your subscription is confirmed, keep the confirmation safe. You will need it to connect HMRC-recognised filing software, which is where declarations are actually built, validated, and submitted. The software layer is what catches errors before they reach the border.
