TikTok discontinued the Shop Plan in 2025. The affiliate program now operates on just two modes:
- Open Plan: Any creator can self-select your product. You set a category-default commission rate (typically 10–30%). Best for volume and discovery.
- Targeted Plan: You invite specific creators and negotiate a custom rate (often 5–15% for higher volume). Best for premium creators and brand building.
Most brands run both simultaneously. The Targeted rate overrides the Open rate on the same product, so you can offer a lower commission to a high-volume creator without affecting the public rate.

The US average across all categories in 2026 is 13.02%. Category averages vary significantly:
- Beauty & skincare: 15–30%
- Fashion & accessories: 10–15%
- Home & kitchen: 10–20%

The clawback trap
When a creator-driven sale is returned, the commission is clawed back — deducted from your future payouts. The formula is: commission paid on net revenue after refunds, not the original sale.
Two things to watch:
- Timing lag: You pay commission on the original sale, then get it deducted 30–60 days later when the return processes.
- Double hit: On a returned affiliate order, you lose the product, pay the refund admin fee, and the commission is clawed back. The creator walks away clean.
