The Yellow Slip: Cyprus' Most Important Document for EU Citizens

If you're an EU citizen planning to move to Cyprus, there's one document that matters more than your passport once you land: the Yellow Slip.

It's not glamorous. It's literally a yellow piece of paper. But without it, you can't open a bank account, sign a lease, register for healthcare, or access the tax system.

What Is the Yellow Slip?

The Yellow Slip (officially the MEU1 registration certificate) proves your right to reside in Cyprus as an EU citizen. It's issued by the Civil Registry and Migration Department.

There are two types:

  • MEU1 for employed or self-employed individuals
  • MEU3 for economically self-sufficient individuals (freelancers, retirees, remote workers)

Most expats moving for tax reasons apply under MEU3.

Why It Matters for Tax Residency

Cyprus offers one of the most attractive tax regimes in the EU. The Non-Dom status lets you pay 0% on dividends and interest for 17 years. But to claim it, you need to be a tax resident first.

Tax residency requires either:

  • 183+ days in Cyprus per year, or
  • Meeting the 60-Day Rule conditions

Either way, the Yellow Slip is your starting point. Without it, you don't officially exist in the system.

How to Get It

  1. Book an appointment at your district's Civil Registry office
  2. Bring: passport, proof of address, health insurance, proof of income or employment
  3. Pay the fee (currently around EUR 20)
  4. Wait 1-4 weeks for processing

The process is straightforward but slow. Book your appointment as early as possible after arriving.

Common Mistakes

  • Not applying early enough. Some expats wait months, delaying their tax registration.
  • Wrong district. You must apply in the district where you live (Larnaca, Limassol, Nicosia, or Paphos).
  • Insufficient proof of income. For MEU3, you need to show you can support yourself without employment in Cyprus.
