The Max Resolution thumbnail (1280×720) is what most people want. Not every video has a maxresdefault.jpg — older videos or videos with lower original quality may only have up to hqdefault.jpg.
How to Download a YouTube Thumbnail

Why maxresdefault.jpg Sometimes Returns a 404
Not all videos have a maxresdefault.jpg. Videos uploaded before 2013, very short videos, and some auto-generated content may only have thumbnails up to hqdefault.jpg. If maxresdefault.jpg returns a black 1280×720 placeholder or a 404, fall back to sddefault.jpg or hqdefault.jpg.
