While it is indeed a helpful site, we can obtain similar insights from OpenSauced. However, people are unlikely to check the active number of forks in a repo just to determine if they should fork it.
Therefore, it may not be the most effective way to find good open source projects; rather, it provides information on whether a project has helpful forks.
