You should ask for a secret code from the organization admin to join an organization.
In your personal settings in "Organization" section you enter that code and then press Join. Now can edit your articles and publish it under organization (press Edit article, at the top you will see select drop-down, select org, press Save). Voila! Seems like admin should approve it

they are not publications, just organizations account, in that case managed by the Microsoft Azure Team, so you can't submit articles to them
