If the structure of the file we want to create is simple, INI is recommended.
If the structure of the file we want to create is complex, XML is recommended.

Understanding XML is simple; imagine if we had to create HTML as JSON.

We at Elanat team used XML and INI to build Elanat CMS and CodeBehind Framework products.

Yeah xml is great, but writing HTML as Json is something I won't ever do. 😂..

One time, I saw the same configuration for a database migration with xml and yaml. I liked the yaml more so I switched to the yaml.
