Outlook Client: Scrollbar Cursor Is Always I-bar (Not Arrow)

In Windows 10 if you

• turn on the "Always display scrollbars" feature.
• Run Outlook client
• Attempt to scroll through email

You will see that the cursor is always an I-bar even when over the scrollbar (even though it should be an arrow).
