The most surprising result in Portugal’s 2026 apartment affordability snapshot? The cheapest city isn’t the only winner. Bragança and Alenquer are tied as the most affordable places to buy, both coming in at just 3.0 years of median income — even though their price tags are very different.
That’s the key takeaway from this ranking: affordability depends on both asking prices and local earnings. Bragança has the lowest median apartment price in the list at €153,808, backed by a median income of €23,300. Alenquer, meanwhile, is much pricier at €275,878, but its stronger median income of €42,300 keeps the burden just as light.
A few other cities stay relatively accessible too. Sintra sits at 3.3 years of income, and Amadora at 3.5. On the other end of the top-10 ranking, Loures is the least affordable at 5.2 years, showing how quickly the picture changes even within the same market snapshot.
For first-time buyers, the lesson is simple: don’t just chase the lowest sticker price. The best opportunities often come from the best price-to-income balance.
