It is in fact, but I avoid to say its on purpose. Most people identifies scrum with sprints and daily stand ups, since that's all what is implemented by a lot of companies.
But this way of team work could work even without following other elements of scrum.
I understand the intent and it is nicely done. It could work without the rest of scrum, it is true. However, having worked in many different companies, I never witnessed it outside of scrum properly done.
For it to be possible, I think it requires a process that is able to break down work into really small tasks. In all "non-scrum-properly-done" organisations that I worked with, this was not the case.
