It's hard for people because they initially think it's easy. So easy that they don't bother to learn the fundamentals. That leads to redundant styles and more HTML than we need.

CSS and HTML are usually the first to get messy on a project. Because of the above, and reviewers spending more time on other changes. So the mess gets merged, making it even harder next time around.
