I'm wondering about extending to the mix of different languages and cultures, as you've suggested. I mean is there's some "common ground" no matter what culture or language? Maybe the classifier would need more context - for example very angry (stereotypical) british person would appear to have similar emotional charge to person from (Seinfeld era) New York who's just slightly annoyed.
People take context into account. When we don't, there's misunderstandings like:
Why are all these russians so angry?
Why are all these americans so happy?
(because of default facial expression towards strangers)
For further actions, you may consider blocking this person and/or reporting abuse
