Who Is the x402 Foundation's Executive Director? The Standard for Machine Payments Still Has No Authorization Layer
On October 1, 2026, the Linux Foundation appointed Michael Hursta as executive director of the x402 Foundation — the 50+ member organization writing the neutral open standard for internet-native payments across AI agents, applications, and APIs.
Hursta's resume is the story: head of payment acceptance and experience for North America at Amazon, leader of the enterprise payments advisory practice at PwC (digital assets, tokenization, cross-border, emerging rails), partner at Commerce Technology Partners, more than a decade at First Data. As LF CEO Jim Zemlin put it, his leadership "bringing new payment technologies from emerging concepts to commercial scale will be invaluable."
That's exactly the right person to commercialize a machine-payments rail. And exactly the moment to ask the question the announcement never touches:
A standard for machine payments with no authorization layer is a settlement rail, not commerce.
What's missing
The Foundation launched in July 2026 with 40 members (Ripple joined as a Premier Member) and now reports 50+ active members — developers, payments companies, financial institutions, cloud providers. Its mandate: an open, interoperable payment layer for the internet.
What the mandate doesn't include: per-payment judgment. At ~600,000 autonomous x402 payments per day on XRPL alone (t54 Labs, Oct 1), human approval per payment is structurally impossible. But "conformant" currently means the signature verified — not that the payment deserved to exist.
Meanwhile, the regulators have named the other half of this problem: the September 22 six-bank audit demand and the September 30 FTC rogue-agent probe (Anthropic, OpenAI, METR) both require auditable records of instruction, authority, intent, and outcome. A standard without a conformance-level authorization record leaves every member on a liability fault line.
The thesis: score before you settle

The standard the Foundation writes should require every conformant payment to carry an authorization record: a confidence score, the band that fired, and the authority chain. Bake it into the standard and the ecosystem inherits compliance-grade authorization for free. Leave it out and every member reimplements it alone — or never.

- Score before you sign — treat every payment authorization as a scored decision, not a boolean wallet check.
- Log like the FTC is watching — record instruction, authority, intent, and outcome for every agent payment.
- Refuse "funded wallet = authorized" — a conformant-without-judgment implementation is the $78,000 Codex failure mode wearing a standards badge.
- Calibrate the decider on your own spend — uncalibrated heuristics fail closed; production needs calibrated probabilities.
- Engage the Foundation while the window is open — the working groups are forming under new leadership. Bring the bands.
