The short answer: the semiconductor companies with approved, funded plants in India are Tata Electronics, Micron Technology, Kaynes Semicon, CG Semi, HCL-Foxconn, ASIP Technologies, Continental Device India and the state-owned Semi-Conductor Laboratory. Only three of them are shipping today. Micron, Kaynes Semicon and CG Semi have all begun commercial production at Sanand in Gujarat and have started exporting, the Prime Minister said in August 2026. The largest name on the list, Tata Electronics, is still building: its Dholera wafer fab carries an investment of up to ₹91,000 crore, Tata's own announcement says, and no wafer has come out of it yet.

Which semiconductor companies are actually producing chips in India?
Three, and all three do assembly, test, marking and packaging rather than fabrication.
Micron Technology runs the assembly and test plant at Sanand for DRAM and NAND memory. It was the first project cleared under the mission and the first to reach production.
Kaynes Semicon, the semiconductor arm of the Mysuru-listed Kaynes Technology, runs an outsourced assembly and test plant on the same Sanand cluster.
CG Semi is the CG Power venture with Renesas Electronics and Stars Microelectronics. Its Gujarat plant is aimed at automotive and industrial chips, with a planned capacity of 15.07 million units a day, Business Today reported in August 2026.
The distinction matters more than the marketing does. Packaging takes a finished wafer made elsewhere and turns it into a chip you can solder. Fabrication makes the wafer. India can do the first at commercial scale today and cannot yet do the second.
Who is building India's first fabrication plant?
Tata Electronics, with Powerchip Semiconductor Manufacturing Corporation of Taiwan as its technology partner, at Dholera in Gujarat. Tata's own announcement puts the investment at up to ₹91,000 crore and the employment effect at over 20,000 direct and indirect skilled jobs in the region.
The site now has its own special economic zone. The government notified the Dholera fab SEZ, the Economic Times reported, alongside smaller notifications for CG Semi, Kaynes Semicon and Micron.
Tata's second project is a packaging plant at Jagiroad in Assam's Morigaon district. It carries an investment of ₹27,000 crore and a design target of up to 48 million chips a day, using flip-chip and integrated system-in-package methods. The central and Assam governments approved an incentive package worth ₹14,044 crore for the facility.
What is the HCL-Foxconn joint venture making?
Display driver chips, at Jewar in Uttar Pradesh, through a company called India Chip.
HCL's own statement puts the approved investment at ₹3,706 crore for an outsourced assembly and test facility. It is a 60:40 joint venture between the HCL Group and Foxconn, and it is expected to be operational by 2028.
Display drivers are an unglamorous, high-volume part. Every phone, laptop and car dashboard needs one, and India currently imports all of them. That is the point of the choice.

Which state has the most semiconductor companies?
Gujarat, by a wide margin. Sanand and Dholera between them hold the three plants in production plus the only fab under construction. Assam, Uttar Pradesh, Punjab and Andhra Pradesh have one significant project each.
That concentration is a policy outcome rather than an accident. Gujarat moved first on land, water and power allocation for the Sanand cluster, and the mission's early approvals followed the readiness.
Is the government itself a semiconductor company?
Yes, and it is the oldest one here. The Semi-Conductor Laboratory at Mohali, under the Ministry of Electronics and Information Technology, designs, fabricates, packages and tests chips in one place. Its published capability is an 8-inch fab line on a 180 nm CMOS node, plus a 6-inch line for microelectromechanical systems.
That node is old by commercial standards and deliberately so. Space, defence and railway programmes need parts that stay available and qualified for decades, which is not what a leading-edge foundry sells.
What this list does not tell you
It does not tell you that India makes chips end to end, because it does not yet. Three plants shipping are all packaging plants. The fab is a construction site. On the government's own framing, five to eight more plants are expected over eight years, which is a decade-long build, not a finished industry.
It also does not tell you which of these is a good investment. Several of the parent companies are listed in India and this page deliberately says nothing about their shares. Nothing here is investment advice.
