I understand your points and mostly agree to it, but bootstrap also allows you to get a custom build which includes only the components you need to use.
Have you tried that? We can also use bootstrap without jquery and bootstrap.js, the js part is only used on some areas of the framework. For the Layout and other CSS only components, JS, Jquery is optional, you can also ignore the same in the custom build as well.
I am not arguing in favor of bootstrap, its heavy and we can do great looking websites without it, but it has options to overcome the issues you state with it.
