I agree with some others that Azure is a bit scary because I don't really understand how the billing works completely. Each time I have ventured off a bit I got a surprising bill. It's not much (under $5) but I thought it was included in the 12 month free plan. I'm just experimenting, not using it for work. Anyway, I recently found this app. It automatically constrains your virtual machine setups to the free tier stuff, a bit like AWS EC2 if anyone has ever tried.
