The 10 Best Intelligence Agencies in the World Explained

When people hear “intelligence agency”, they usually think of secret agents, covert missions and spy movies. The real world is considerably more complicated. Intelligence services collect information, assess threats, support national security and help governments make decisions.

There is no official ranking of the world's best intelligence agencies, but ten names repeatedly stand out: CIA, Mossad, MI6, FSB, MSS, RAW, ISI, BND, DGSE and CSIS.

  1. CIA — United States

The CIA is one of the world's most powerful foreign intelligence organisations. Created in 1947, it focuses primarily on intelligence outside the United States and has a long history of covert operations.

Its enormous resources, global reach and access to advanced technology make it difficult to leave off any list of leading agencies.

  1. Mossad — Israel

Israel's Mossad is famous for high-profile intelligence operations and human intelligence. Its history includes the capture of Nazi war criminal Adolf Eichmann in 1960.

Unlike some larger agencies, Mossad operates with comparatively smaller resources, making its reputation for targeted operations particularly notable.

  1. MI6 — United Kingdom

Britain's Secret Intelligence Service, commonly known as MI6, focuses on foreign intelligence. Founded in 1909, it is one of the world's oldest intelligence organisations.

Its history stretches from the two World Wars to modern counter-terrorism and international security.

  1. FSB — Russia

The FSB is primarily Russia's domestic security and counterintelligence service. It developed from the Soviet-era security apparatus and was formally established in 1995.

  1. MSS — China

China's Ministry of State Security handles intelligence and security responsibilities, including counterintelligence. Cyber and technology-related espionage have become increasingly important to modern intelligence competition.

  1. RAW — India

India's Research and Analysis Wing, established in 1968, is the country's principal external intelligence agency. RAW focuses on foreign intelligence and national security threats.

  1. ISI — Pakistan

Pakistan's Inter-Services Intelligence was established in 1948. It has played an important role in Pakistan's security and regional affairs, particularly during the Soviet-Afghan War.

8–10. BND, DGSE and CSIS

Germany's BND handles foreign intelligence, while France's DGSE conducts external intelligence operations. Canada's CSIS focuses primarily on security intelligence and counterintelligence.

What makes these organisations fascinating is how different their strengths are. Some have enormous budgets and global networks; others have developed reputations for specialised operations.

And today, intelligence isn't just about human spies. Cybersecurity, satellite imagery, artificial intelligence and data analysis are increasingly central to the intelligence race.
