what x402 actually does
x402 makes it so an API can return "payment required" and an agent can pay — using stablecoins on Base, at near-zero gas (<$0.0001 nominal). it's a clean protocol. cloudflare built it into pay-per-crawl tooling. nous research uses it for per-inference billing of hermes 4.
x402 handles the payment execution. it does not handle: who is this agent, what is its payment history, is it authorized to spend this much, and was the spend actually within its mandate?
the gap that multiplies with volume
at 119M transactions, x402 is still early adopter volume — primarily developer tooling and infrastructure billing. visa's holiday 2026 forecast is consumer-scale: agents buying tickets, making reservations, completing purchases on behalf of real people.
at consumer scale, the trust questions become non-optional. merchants need to know if an agent payment will be honored. consumers need to know if their agent spent within what they authorized. payment processors need a risk signal for machine principals.
none of those questions are answered by the payment rail. they require a layer above the rail.
Agent FICO is that layer
