Charlotte Train Attack: Decarlos Brown Jr. Says He Killed Ukrainian Refugee Because He Thought She Could Read His Mind

CHARLOTTE — Decarlos Brown Jr., the man accused of killing Ukrainian refugee Iryna Zarutska on a Charlotte train, told his family he stabbed her because he thought she was reading his mind, his sister said.

Tracey Brown, his sister, described her brother as a paranoid schizophrenic. She said he often claimed the government had put a chip in his body and that he was constantly paranoid.

Tracey recalled: “When I first saw the video, I just couldn’t believe it. I knew something had broken inside him. This is not him. He couldn’t handle it anymore.”

In audio from a jail call, Brown explained to his sister that “the material in his body” forced him to attack Zarutska. He said he didn’t know her and had never spoken to her.

Tracey said her brother had threatened her and their mother during a recent visit, accusing them of being part of a government conspiracy.

“He just lashed out on her,” Brown said about the attack. “They need to investigate what my body was exposed to and who caused this.”

Tracey criticized both the family and authorities for failing to help her brother. Brown had been in and out of mental health care for years, but his condition worsened after his release from prison in 2022.

Tracey pleaded for mercy, asking President Trump not to impose the death penalty, saying her brother had been struggling with mental illness and had tried to get help.
