Portugal Tax Guide 2026 — NHR, Crypto, & Why Expats Still Flock Here
Portugal's Non-Habitual Resident (NHR) regime changed in 2024 — but it's not dead. Here's what 2026 looks like for workers, freelancers, and crypto holders.
NHR 2.0 (Post-2024) — What Survived
| Category | Rate | Duration | Conditions |
|---|---|---|---|
| High-value activities (tech, healthcare, engineering, finance) | 20% flat | 10 years | Must be on official "high value" list |
| Foreign passive income (dividends, royalties, rental) | 10% flat | 10 years | If taxed at source, can be 0% |
| Pension income | 10% flat | 10 years | Was 0% pre-2024 |
Gone: The old 20% flat rate for any foreign-sourced employment income. Now only specific professions qualify.
