Magento 2 has the base code from Magento 1 but a lot of stuff has been reworked from the ground up as well. One of the complaints – Magento 2 has low performance, especially on Cart and Checkout.

The way they reworked these pages can be non-intuitive for developers who haven’t worked with Magento 2 for an extended period of time. For example, if you use a lot of price rules on the store, they slow down the Cart/Checkout even if they are not applicable for any products on the store. Same with active countries, payment methods, shipping carriers, etc. Small stuff like that makes up 70% of all slowdowns.
