Yes you can! Right now custom connectors become limited to only your environment so it isn't general purpose to the world. If you are an API provider of a public service I believe there is a way to start the conversations to be a public provider, but you must be the owner of the service (meaning I couldn't create one for Facebook, for example...Facebook would have to create it -- if I wanted it to be public).
