I don’t think the education system is trying to enforce the Microsoft monopoly. Rather, I think they use Windows and Office because almost everyone else does. If I was the guy responsible for this kind of stuff at a school, I’d much rather have the teachers use software that has 95% market share than 5%, because that makes it easier for that 95% of students.

I totally understand that. So how can we get off the bandwagon?
Also, 'enforce' was a bad choice of words; 'maintain' would have been better.
I think LibreOffice allows you to save to Microsoft Office formats. If not, then I know Google Apps does (at least Google Docs).
