Windows 11 Setup Bypass Toolkit: Requirement Gating and Local-Account-Only OOBE

  1. Bias Setup’s eligibility checks (installation requirements): Launch Windows Setup in a way that can shift how compatibility gates are evaluated by using a Server product context (e.g., setup.exe /product server), which may reduce or alter enforcement compared to the default Windows 11 client path.
  2. Force a local/offline account flow during OOBE: At the Windows 11 setup screen, press Shift + F10 to open Command Prompt, then run start ms-cxh:localonly (previously .\oobe\BypassNRO.cmd) to trigger the local-account-only experience and bypass Microsoft account sign-in.
  3. Risk and supportability considerations: These techniques are unofficial “behavior steering” approaches; they can introduce licensing/edition mismatches, support limitations, or unexpected update/stability outcomes—so validate media/edition alignment and test in a controlled environment before applying broadly.
