Is there any problem creating publications in any language? I usually write my post in English, but I'm starting sharing about Java to the Brazilian Java Community. Any problem write in Portuguese?

If your target audience can read it and you can write it, I don't see why not.
I just asked because the Brazilian community have problems in the past with that in StackOverflow. This is the reason to pt.stackoverflow.com/ be created!
Stackoverflow has it's rules, Dev has other rules...
