Just the same as for spoken languages. You'll never know foreign language perfectly, but people are usually start saying that they speak it when they're able to communicate. So, when you're able to communicate your intent using that programming language in question, you can say that you know it. There is a lot of levels of knowing of course, :) just the same as for spoken languages.
