The EU AI Act applies to providers and deployers of AI systems, regardless of whether they are established in the EU, if the output produced by the AI system is used in the EU.

The key is not the location of the providers and deployers, but the use by EU citizens.

It is the same thing when US agencies ban certain products because they find the products not fit to be used by US citizens. A funny example is Kinder surprise eggs can't be sold in the US because they contain a toy.

Every country/region has measures in place to protect their people the way they see fit.
So the law has no global reach, that is why you don't show the message for other countries than the EU countries.
