AI Max for Local Businesses: Location-Based Campaign Configuration in 2026

AI Max for local businesses has specific configuration requirements that differ significantly from national or e-commerce campaigns. Local intent signals, geographic constraints, and foot traffic goals require different setup from pure digital conversion campaigns.

The Fundamental Challenge of Local AI Max

National AI Max campaigns optimize for online conversions — purchases, form submissions, phone calls. Local AI Max campaigns must optimize for a mix of online actions (calls, direction requests) and offline outcomes (store visits) that require different tracking infrastructure.

The July 2026 ToS (https://yositeup.com/blog/google-ads-tos-july-2026-ai-automation-what-changed) made location-based targeting in AI Max more precise, but also added requirements: automated local ads must accurately represent service areas and must not expand to locations outside the business's actual service area.

Geographic Targeting Setup for Local AI Max

Service area radius targeting: For businesses with a defined service radius (plumbing, HVAC, lawn care), set geographic targeting to a radius around your primary service location. AI Max will serve within this radius by default, but URL expansion can occasionally reach outside it if not properly constrained.

Add a matching geographic exclusion list: if your service radius is 20 miles, explicitly exclude all postal codes or cities outside that 20-mile zone. This double-layer (positive radius + explicit exclusions) prevents AI Max's URL expansion from serving ads to non-serviceable locations.

Multi-location businesses: For franchises or chains with multiple locations, create a separate AI Max campaign per location cluster (e.g., one campaign per metro area). Avoid single campaigns covering multiple distinct service areas — AI Max cannot efficiently serve hyper-local landing pages across multiple geographic markets from one campaign.

Google Business Profile Integration

Connecting Google Business Profile (GBP) to your AI Max campaign enables:

  • Location extensions showing your address and hours
  • Affiliate location extensions (for multi-location retailers)
  • Call extensions with local phone numbers
  • Store visit conversions

To enable: In Google Ads, go to Assets > Location Assets. Link your GBP. AI Max will automatically use location assets in eligible placements.

Store visit conversions: If you have a physical store, enable store visit conversions (available to advertisers meeting minimum visit thresholds — typically 300+ store visits per month). This lets AI Max optimize for both online conversions and foot traffic simultaneously.

The DSA to AI Max migration (https://yositeup.com/blog/google-ads-dsa-ai-max-migration-february-2027) for local businesses often created campaigns without proper GBP connection. Check that location assets are active after migration.

Local Intent Keyword Themes

AI Max handles local intent searches differently from explicit location keywords. The campaign learns from:

  • "near me" queries
  • City/neighborhood name queries
  • "open now" queries
  • Business category + location queries ("plumber downtown Chicago")

Build your audience signals around these intent themes using Google's local in-market audiences:

  • "Planning a Home Renovation" (for home services)
  • "Dining and Nightlife" (for restaurants)
  • "Shopping" local categories (for retail)

Customer Match is valuable for local businesses with existing customer databases. Upload a list of past customers (name + email or phone) — AI Max will find similar local users.

Call Tracking for Local AI Max

Phone calls are the primary conversion mechanism for many local businesses. Configure call tracking correctly:

Google Forwarding Numbers: Enable call extensions with Google Forwarding Numbers. These track:

  • Calls from ads (ad impressions and extensions)
  • Call duration (set a minimum call duration threshold — calls under 30 seconds are likely wrong numbers)
  • Call date and time

Import call outcomes: If your team qualifies leads by phone (not every call becomes a customer), consider importing call outcomes. When a call becomes a scheduled appointment or booked job, import this as a conversion. This gives AI Max the signal that a shorter, qualifying call differs from a longer, booked call.

The June 2026 reporting deletion (https://yositeup.com/blog/google-ads-reporting-data-deleted-june-2026) affected call reporting for some accounts. Re-establish your call conversion baselines using post-deletion data.

Asset Groups for Local AI Max

Local AI Max asset groups should be hyper-specific to service type and location:

Asset group structure for home services:

  • Asset group 1: Emergency Services (HVAC emergency, emergency plumbing)
    • Headlines: urgency-focused ("Available 24/7," "Same-Day Service")
    • Landing page: emergency service page with prominent phone number
  • Asset group 2: Installation/Projects
    • Headlines: project-focused ("New Installation," "Free Quote")
    • Landing page: project services with estimate form
  • Asset group 3: Maintenance Plans
    • Headlines: recurring-focused ("Annual Plans," "Service Agreements")
    • Landing page: maintenance plan pricing page

Each asset group should link to a landing page specific to that service type. AI Max URL expansion should be restricted to pages on your site relevant to the service category.

Local AI Max Bidding Strategy

For local businesses:

Call-only campaigns: Not directly supported in AI Max, but you can prioritize call conversions by setting a higher conversion value for calls vs. other actions.

Target CPA for leads: Set tCPA based on your cost-per-lead goal. If your target is $50 per qualified lead, start tCPA at $50. Do not set it lower than your current CPL when launching.

Target ROAS for retail: If you have a POS system that tracks in-store revenue, use Target ROAS after you've imported sales data. A $3 ROAS means you need $3 in store revenue for every $1 in ad spend.

Seasonal Local Patterns

Local businesses often have strong seasonal patterns (landscaping peaks in spring, HVAC peaks in summer/winter, tax services peak in March/April). AI Max adapts to these, but the June 2026 data deletion may have removed the seasonal history AI Max used.

For seasonal businesses: manually increase budgets 2-3 weeks before peak season begins. Don't wait for AI Max to detect the demand surge — it takes time to learn, and the first weeks of peak season are often the most valuable.

The AI Max Shopping integration (https://yositeup.com/blog/google-ai-max-shopping-replacing-performance-max-2026) is available for local retailers with product inventories, enabling local inventory ads that show real-time in-store stock levels to nearby shoppers.
