Google tests combinations and learns which perform best for which queries.
You do not control which headlines appear together -- Google assembles the ad.
This means: Each headline must work in multiple positions and combinations.
A headline that only works as headline 1 may appear as headline 3 and fail.
Headline Formula by Function
Keyword headline (1 required): The search term or close variant.

Pin this to position 1 for exact match to keyword: shows Google your ad is relevant.
Value proposition headline: What makes you different?
"No Long-Term Contracts" / "Flat Monthly Fee" / "Google Premier Partner"
Be specific. "High Quality Service" means nothing. "Average 340% ROAS for Clients" means something.
Call to action headline: What should the user do?
"Get a Free Audit" / "Request a Proposal Today" / "See Pricing"
The action should match the landing page offer exactly.
Social proof headline: A number or credential.
"230+ Clients Managed" / "Since 2018" / "Trusted by 40+ E-Commerce Brands"
Problem/pain headline: The problem you solve.
"Wasting Budget on Bad Keywords?" / "Low Quality Score Campaigns?"
Pattern interrupt for users already dissatisfied with their current setup.
Headline Testing Best Practices
Pin sparingly: Only pin headlines you must control (usually the keyword headline at position 1).
Pinning reduces the number of combinations Google can test -- limiting optimization.
Review Ad Strength: "Excellent" does not guarantee best performance. Check actual CTR by combination.
Use Asset details report to see which headlines get "Best" vs. "Low" ratings.
