Why GTM for Google Ads Conversions
Direct tag installation: Every new conversion action requires a developer to add code.
GTM: You configure tags in a browser interface. No code deployment needed after initial GTM setup.
The Setup Flow
Step 1: Create the conversion action in Google Ads.
Tools -> Conversions -> New conversion action.
Choose: Website. Set value (fixed or variable), count, and window.
Google Ads generates a Conversion ID and Label -- save both.
Step 2: In GTM, create a new Tag.
Tag type: Google Ads Conversion Tracking.
Enter: Conversion ID and Conversion Label from Step 1.
Step 3: Set the trigger.
For a thank-you page: Create a trigger -> Page View -> Page URL contains /thank-you
For a button click: Create a trigger -> All Elements -> Click URL or Click Text matches the button.
Step 4: Preview and test.
GTM has a preview mode. Trigger the conversion (visit the page / click the button).
GTM Preview shows whether the tag fired and in which trigger context.
Step 5: Publish the GTM container.
Enhanced Conversions (Required in 2026)
Enhanced conversions pass hashed email/phone from form submissions to Google.
This improves conversion modeling for users who opted out of third-party cookies.
Without enhanced conversions: Conversion tracking gaps grow as cookie restrictions expand.
Setup: In the Google Ads conversion action, enable Enhanced conversions. GTM has a dedicated Enhanced Conversions tag type.
