Although this sounds rather like telling you to "hit the books" it is worth checking over what MDN has to offer. I continue to find it a vital authoritative source of reference. They also have a very good learning resource. Another good learning resource is SCRIMBA much of it free. If you have any questions please email me (see my profile.) Start with looking at HTML, then check out CSS before discovering JavaScript.
For development environments you might want to check out CodeSandbox, another free resource.
