Will My Rental Property Need an EPC C by 2030?

Short answer: under the government’s confirmed policy direction (Warm Homes Plan, January 2026), most privately rented homes in England and Wales below EPC C will need to reach it by 2030, with legislation targeted for 2027. That is a confirmed policy target, not yet enacted legislation — the detail of exemptions and enforcement will be set when it does.

What is already in force today

Separately from the 2030 proposal, a different rule is already in force: since 2020, privately rented homes in England and Wales already need a minimum EPC E to be legally let, under the existing Minimum Energy Efficiency Standards (MEES) Regulations 2015, unless a valid exemption is registered. If your property is below E today, that is a current legal question, not a 2030 one.

Why "will need" isn’t "needs today"

It’s easy to conflate the two because they sound similar and cover the same rating scale. They are not the same rule: EPC E is the current legal floor; EPC C is the proposed 2030 floor. A property can be fully compliant today and still have a real gap to close before 2030.
