Agent Estate Visibility | From Inventory to Governable AI Infrastructure | R.A.H.S.I. Framework™

A spreadsheet lists 1,000 agents. A shared MCP server needs to be disabled. Which agents rely on it, what actions would stop, and who owns the decision?

You cannot govern what you cannot enumerate. But an agent count cannot answer those questions.

Microsoft’s starting guidance calls for a registry, clear ownership and basic observability. Agent Registry provides a centralized view that flags unmanaged agents and agents without valid owners. Agent Map adds platform, ownership, activity and relationship views, subject to licensing. Neither establishes a complete enterprise dependency graph.

In R.A.H.S.I. terms, estate visibility matures through discovery → enumeration → attribution → authority mapping → dependency mapping → lifecycle state → policy → observability → assurance.

That progression makes reviews more useful:

  • Attribution: Who is the technical owner, business sponsor and lifecycle decision-maker?
  • Authority: Which identity, permissions, connectors, skills or plugins let the agent read data or act?
  • Dependencies: Which agents share an MCP server, knowledge source or downstream service? What relies on their outputs?

These are architectural questions, not fields every product necessarily exposes. A registered agent may lack a Microsoft Entra agent identity. “Unmanaged” describes a governance and observability condition, not an identity type. Mark unverified relationships as unknown.

Before changing, blocking or retiring an agent, check its last use, review currency, granted authority and reverse dependencies. A past approval does not automatically cover a changed configuration.

The AI Control Plane™ requirement is a continuously maintained operating picture of agents, accountable people, reachable systems, activity and lifecycle state. Inventory establishes what exists. Authority and dependency evidence helps assess how far a decision’s effects may travel.
