An HR benefits agent retrieves the right policy, cites it accurately and recommends an outcome. The citation establishes where the answer came from. It does not establish whether the agent may decide.

Retrieval asks, โ€œWhich information is most relevant?โ€ The enterprise must also ask, โ€œDoes a valid organizational authority path exist between this knowledge and this decision?โ€

R.A.H.S.I. proposes the Enterprise Authority Graph to represent that path.

Finding a policy, having permission to read it and having a mandate to act on it are different relationships.

The architecture connects questions, not a mandatory linear workflow: Who owns and approved the policy? Which entity, jurisdiction and period does it cover? Has it been superseded? Which decision class may rely on it, who is accountable, and what action may an agent take? What evidence must remain?

Consider a synthetic case. HR owns a designated, approved benefits policy applicable to Entity A in India. Its effective period is current, with no superseding policy. A Benefits Agent may use it to recommend eligibility; a designated human gives final approval.

Change one relationship and the outcome changes. An obsolete policy, an Entity B employee or missing approval calls for qualification or escalation. A current policy still cannot expand the agentโ€™s mandate from recommendation to final approval.

This is the R.A.H.S.I. distinction between source authority, contextual and temporal authority, decision authority and action authority. Authority metadata can describe the relationships; governance confidence concerns their suitability. Evidence and assurance must make the resulting boundary reconstructable: policy version, applicable scope, approval, responsible actor, recommendation and human sign-off.
