An agent assessing employee eligibility can retrieve an approved policy, an archived policy, an employee record, manager guidance, an exception email and a draft procedure. All six may be accessible. They are not interchangeable grounds for a decision.

The record establishes employee facts.

The approved policy may establish the governing rule. The archive may explain a previous outcome; the exception email may apply only to one case. Retrieval alone cannot settle those distinctions.

Can the information be retrieved? Should it enter AI context? What subject does it govern? May it influence the decision? What may be executed? Can the authority chain be reconstructed?

This is a conceptual test of mandate, not a product feature: which source may ground which class of decision, within what boundary, under whose accountability, subject to which policy, valid when, and evidenced how?

An agent could summarize an archived policy for a reviewer without using it to determine current eligibility. It could draft an eligibility response without permission to change a system of record. An unapproved draft treated as policy, an exception applied beyond its scope, or an unidentified decision owner should prompt review.
