An HR agent may be permitted to retrieve seven sources: an approved India policy, an approved US policy, a superseded global policy, a working draft, manager guidance, a historical procedure and current employee records. Which sources should govern an employee decision in India today?


ACCESS ≠ DECISION AUTHORITY.

Access determines whether a person or agent may reach information.

Decision Authority, as a R.A.H.S.I. architectural concept, concerns the organizational mandate that entitles a source, rule, record or evidence set to influence a defined class of decisions.

The distinction holds even when access controls work correctly.

Copilot Studio knowledge sources can ground agent responses in enterprise data. In its documented SharePoint integration, the agent surfaces only content the signed-in user may access, including sensitivity-label permission trimming.


For Decision Authority, five questions matter:

  • Decision: What recommendation, classification, approval or action is at issue?
  • Source: Which policy, record, procedure or evidence is being relied on?
  • Mandate: Why is it entitled to influence this decision?
  • Scope: Which population, jurisdiction, process, legal entity and effective period does that mandate cover?
  • Owner: Which accountable function maintains that authority?

In the HR case, an applicable policy may establish the rule while current employee records establish the facts.

Manager guidance may inform interpretation without superseding the approved policy.

A relevant draft or historical procedure may be useful to inspect without being entitled to govern the outcome.

Permissions, sensitivity labels, DLP and least privilege remain necessary. Copilot Studio data policies can govern knowledge sources.
