That is the governance problem behind reusable agent skills. Microsoft describes them as portable packages of instructions, scripts and resources that agents can share. In Agent Framework, a skill directory requires SKILL.md and may also contain scripts, references and assets.

Copilot Studio supports adding an existing skill through catalog selection or file upload, including Markdown and ZIP packages containing SKILL.md. Its Build tab also supports editing, downloading, replacing and deleting skills.
Those are useful management paths. They also sharpen the R.A.H.S.I. question: which reviewed package, with which supporting files, reached which agent? A loadable file establishes format compatibility, not organizational approval. A library entry helps discovery; it does not, by itself, prove that every copy retains the same instructions.
Treat the skill as a governed software artifact:
- ๐๐ฑ๐ฒ๐ป๐๐ถ๐๐: record the approved package version, contents, owner, intended agents and permitted execution context.
- ๐ฅ๐ฒ๐๐ถ๐ฒ๐: assess changes to instructions and bundled resources before reuse, not just whether the package loads.
- ๐ฃ๐ฟ๐ผ๐บ๐ผ๐๐ถ๐ผ๐ป: connect source review to an environment strategy and a formal deployment decision. Dataverse Git integration can track solution changes; Power Platform pipelines can include approvals and gated steps.
- ๐ฉ๐ฒ๐ฟ๐ถ๐ณ๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป: check what was published after deployment. Copilot Studioโs preview agent inventory reflects published structure, not newer drafts. Treat inventory and documented Purview audit activities as distinct evidence, not a complete skill-level provenance record.
The R.A.H.S.I. position: consistency becomes trustworthy only when the skillโs identity, contents and authority can be verified from review through deployment. The question is not merely whether agents can reuse it. It is whether the right version was approved to enter their execution context.
