I think it is not just about the changes in web development, but the IT paradigm shift in general from demanding "I-shaped people" (experts in just one area) to "T-shaped people" (capable of doing "everything" while profiling a bit more in a few things).
Because it is harder to utilize experts, you might not have so much special tasks for them at the moment, while you may need reliable everyday development. It is better to have more dev teams of "full-stacks" who get the job done most of the time. If they occasionally get stuck, you either have your own expert somewhere insidie the company, you can call for help, or you may even look for external consultants, but it will still be cheaper and more flexible than trying to have "expert css desiger" or "expert database admin" in every dev team.
This is why mere "frontend/backend developer" isn't such a good deal on the IT job market.
